Bump hibernia-framework to 1.1.0 across the mono-repo

Update the shared hibernia-framework dependency from 1.0.2 to 1.1.0 (published earlier today). One-line change in gradle/libs.versions.toml (hibernia = "1.1.0") now that the version is centralized there (PAR-243); all consumers (treasury, business, business-api, treasury-api-plugin) resolve it via libs.hibernia.framework. Verified 1.1.0 resolves from repo.paradaux.io/releases and the full build/tests pass on the new version.
