Native Discord posting (replace dead Linear webhook outflow)

After ejecting from Linear the /webhooks/linear outflow is dead. Post native issue events (created/status/comment/other) to Discord via pg NOTIFY on issue_event → backend listener → DiscordBotService. Embeds link to tesks-ui (…/w/{slug}/issues/{identifier}).
