Create issues based on bulleted input and update tasks by combining tools, such as searching for all issues assigned to a user and reassigning them.

Scoping: bulk operations. Two flows: (1) create many from a bulleted message (one issue per bullet, shared project/team), (2) bulk update by combining read+write tools (e.g. "reassign all of @x's open issues to @y" → search then update each). Sketch: a BULK triage action carrying a list of sub-ops + a single confirm step; MCP bulk_create / bulk_update. Needs the confirm-UX for N mutations and a cap. Moderate; build after PAR-54's read-tool path.
